Starting evaluation of Stakeholder Dialogue questionnaire concerning political Bioenergy Frameworks in Central European Countries

In May 2010, project partners of the 4Biomass project will start to evaluate the online questionnaire concerning Bioenergy Frameworks in Central European Countries. The questionnaire has been developed by the 4Biomass project partners assessing stakeholder’s opinions regarding their specific national legislation of the Member state countries of Austria, Czech Republic, Germany, Hungary, Italy, Poland, Slovenia and Slovak Republic.

The questionnaire contains about 20 questions for each country. Stakeholders show high interest in expressing their concerns on policies and measures supporting renewable energies and their consequences. Until now more than 200 completed responses have bee received. Preliminary results will be published in June.

The results of the survey will be analysed and conclusions will be drawn and used to give recommendations regarding aspects that should be considered when designing and implementing REAPs. Moreover, the survey provides the opportunity to analyse similarities and differences about expert opinions of European stakeholders from many relevant professions in different Member States. It will contribute to find out about strengths and weaknesses of renewable energy sources and about appropriate measures to support renewable and sustainable energy markets.

As an example, the following figure demonstrates the structure of the respondent’s primary area of bioenergy expertise as percentage expressions. Percentages represent the share of number of counts in one area divided by the total number of counts for this question.

Accordingly, 23% of all respondents are engaged in sciences and research of bioenergy expertise. 18 % are related to services and consulting and another 12% to companies.

Participants of the survey are representing all scales of operation. The majority of all respondents (34%) are acting on national levels, 23% of them on regional. Stakeholders with equal shares of 15% are operating on local and EU levels.

Moreover, there are 306 counts in this part of the questionnaire (more than one answer allowed per respondent). Comparing the number of counts with 206 respondents leads to the fact that at least 50 % of stakeholders operate at more than one level.

Even more interactions are noticed for the next issue: bioenergy related to work. More than 500 answers are counted in this section (more than one answer allowed per respondent). Comparing with the number of participants, again, stakeholders are highly involved with different bioenergies.

The picture above demonstrates the share of stakeholders concerned with areas of bioenergy. Highest shares of 16% are noticed for stakeholders in pellet or briquettes and wood chips production. Biogas and biomethane are on third position with 14% and wood logs on the forth with 11%. Less than 10% of participants are concerned with biodiesel, ethanol, vegetable oil, sewage or BtL (Biomass to Liquid).

Overall, results of the questionnaire will include professional expertise from across all bioenergy sectors and it will be possible to extract opinions of specific stakeholders operating on a defined geographical level. The results of the questionnaire are a tool to give advice to policy makers who are concerned with the national Renewable Energy Action Plans (REAPs) due on 30th June 2010.
